If a grantee decides to end its IDA project, it should work with the AFI Resource Center to find a replacement grantee in the area.
Transferring an AFI Grant to Another Organization
The Office of Community Services (OCS) created the AFI Resource Center so grantees would never think their problems are insurmountable. The Center has experts on virtually every issue that AFI projects confront, and grantees should always reach out if they're feeling overwhelmed.
If an AFI grantee does get to a point where changes in design and personnel cannot solve its project's problems, after discussing the situation with its AFI Program Specialist, the grantee should try to transfer its grant to another local organization before ending the IDA offering altogether.
Project partners and other AFI grantees are often the best organizations to transfer a grant to.
The process for transferring an award is not complicated but may take some time, so grantees considering this step should begin the process as soon as they make a decision.
When an AFI Grantee May Transfer Its Award
The following conditions must be in place to transfer an AFI award:
- The grant cannot be in the last year of the original project period.
- There must be unused funds remaining from the original AFI award.
- Another organization must be willing and able to accept responsibility for implementing the project.
- The potential successor grantee must be able to work in the same geographic area.
Procedures to Transfer an AFI Grant
- The original grantee should notify OGM and OCS that it wishes to relinquish its award.
- After the original grantee has declared its intent to relinquish an award, it should work with OCS to identify a successor.
- If the original grantee has discussed a transfer with a specific organization, the AFI Resource Center will consult with that organization to make sure it is a good fit.
- If the original grantee has not suggested a recipient for the transfer, or if that group declines, the Resource Center will try to identify a successor among current AFI grantees in the area.
- When the Resource Center finds a new grantee, OCS will facilitate the transfer by:
- Helping the original grantee identify the amount of unused Federal funds remaining. If any funds were drawn down, this figure will come from the most recent Financial Status Report. OCS will review the figure with OGM.
- Working with the new grantee to prepare a proposal that mirrors the original project, and develop a new budget based on any remaining Federal funds.
- Working with the successor grantee to identify source(s) for the required non-Federal cash contribution if the original award’s source(s) is no longer available.
- The new grantee will prepare a formal proposal, similar to an original AFI application, including the budget forms, project summary, narrative, and required certifications and assurances.
- The AFI Resource Center will unofficially review the proposal and consult with OGM.
- The Resource Center will let the successor organization know of any modifications needed and ask the successor to submit an official application, including the proposal and a cover letter stating the agency’s willingness to assume responsibility for the award.
- The Resource Center will put the proposal through the official review process and track its progress.
- When the transfer is approved, the Resource Center will notify the new grantee.
The new grantee's project period will end on the same date as the original award.
- The new grantee will receive a Notice of Award document, with a new grant number.
- The Resource Center will help the new grantee launch and implement its new project.
